This is typical Rowling all over. Spend 300 pages setting up an argument, then pay it off so late into the story that it barely matters anymore.
I think you nail this pretty well, actually. Rowling doesn't seem to know how to give reader payoffs at all. This was glaringly obvious in Harry Potter, but it still comes through here.
