Do you have any idea if these codes are region bound and won't work in Europe? (I don't think they are region bound)

Anyways, how much would these TCG Online Codes cost to ship them to Belgium?

Hello! I'm 99% sure the codes aren't region bound. I did a quick google search and found multiple forums (such as serebii.net) where people in non-US countries were asking for codes from anyone who was willing to give them out.

Shipping to Belgium would be quite a bit, unfortunately, since the stacks weighs around 14 oz. It would cost around $11.60. Like I said in the auction description, though, I can type up and email the codes to you if you win. :)
