I haven't read the book (not sure if I have time to do it) but to write about 1953 USSR as a state which pretended that regular crimes didn't exist (that's what I've got from reviews :-)) is very-very naive. Of all years, 1953 was marked by a largest amnesty to criminals (not political prisoners) and there was a widespread criminal wave in the country.

The most famous Russian cop TV-drama "The meeting place cannot be changed" takes place in 1946. There was also Major Pronin - a fictional detective of six books that were published in end of 1930s and end of 1950s (in between the author was imprisoned in Gulag) - his name was synonymous with "police detective" until 80s.
