Known criteria for the warden position is accepting a deal with the Admiral and having the assumed capacity to redeem an inmate. Employment seems solely based on capacity for redemption and not moral character, especially since so many varying concepts of morality are available.
Known criteria for inmate status is causing destruction or psychological harm through negligence, disregard, or purposeful effort. Wardens may also possess these traits and are occasionally demoted for excessive behavior.

Well, I know how to stop it, but the T-X model is extremely advanced, and it tends to take drastic, catastrophic damage to get it to go offline with any permanence. [ not that he expects permanence to mean fuck all, here. ] I can reprogram it, but it'd still need to be neutralized and shut down to get anywhere near the CPU.
That's just it. We're... almost like independent governments. The inmate is the nation, and the warden is their representative. So there's not an over-arching rule and the Admiral's never filled us in on one.

You might also want to check with Toshiko Sato and Narvin. They both have a ton of technical resources. Narvin's been workin' on a time loop grenade and Toshiko's got a few gadgets of her own.
Magnets can hold it down, but it'd have to be a real big fucking magnet. The one I ended up in a conflict with got its alloy shell pulled off and temporarily pinned down by a cyclic particle accelerator, but it was able to break free.

Viruses are another issue; nothing we've developed at home has had any impact due to the controlling AI being a massive metavirus in itself. It's probable the different tech here offers other angles on that, though.

The time loops are able to hold Daleks- Uh... I can get you information on those, too. [And he transmits that, as well as their history of having taken over the Barge. It's sparse, as it was collected from long ago, and mostly involves people being locked in their rooms and Davros.] They're not as mobile but they're nigh on indestructible with conventional weaponry.
Reprogramming would be our best bet, then. But I'll have Narvin have a look at it. That's his expertise and he's got an organic mind that thinks more quickly than a computer.

Collateral damage is one of the bigger issues of combating them, yeah.
