They passed it on Sunday, and never posted the bill [that I can find] on the whitehouse.gov site. They've posted the reconciliation, from before it was passed, but that's it.
I hear what you're saying, but I would point out that the bill passed the senate before the new year. It's been public in its current form for several months. The reconciliation is what is new.

While it's been available, it is not terribly easy to find. In fact, searching whitehouse.gov for HR 3962 only returns the Spanish-language copy of the resolution. Not terribly helpful. A Google search returns it in English, now that I know it's number I can find the 1990-page document that is not linked to on the main site.

I thought the bill was online for the three days prior to the vote, for public perusal.
