Does the "at least three characters" rule still apply? And is that per icon or overall?

There should be at least three characters represented in your set. So you could have 10 icons of Arthur, 9 Merlin, and 1 Gwen. That's just an extreme example, of course; you could have it much more evenly distributed, and you can have more than three characters. Just as long as I see three different characters among your 20 icons, all is good. :)

Do the two letters of the alphabet have to be different? For instance if I wanted to make a Merlin/Morgana icon and put M&M on there, would that be enough?

I had intended for it to be two different letters, but I suppose that could work too. Just go wherever the muse takes you. :D
