Last time I was there I took the city bus by myself to a big swap meet at the stadium. It poured rain on the return so I with a few other tourists hopped on one of the many somewhat rundown private buses offering a $2 ride back to Waikiki. In front of me were some Australians who were astonished to see homeless people pushing their worldly possessions in shopping trolleys. How can that be? I almost didn't notice having a tough skin from working in downtown Seattle these last several years. The local bus driver then explained to us that some deals had been struck with politicians in Hawaii and on the mainland that big cities (I want to say Chicago and NYC) paid Honolulu big bucks to take swaths of their homeless by giving them one-way tickets to Hawaii where it's warm and they can live outside. I never had a chance to verify the story, but I wouldn't be shocked in any way.
