If I have the rough draft of the artwork done, where do I send it? And what format or what not?

We will be posting a submission post for drafts as per the schedule (sorry I don't have the date off-hand). Just upload whatever you have to an image hosting site and then post the link to us. In the case of a fanmix lacking a cover, just post the list of songs you already have.

Here we go for my customary stupid question: do authors have to sign up BEFORE actually getting to see the art submissions?

we prefer it if they do so we have an idea of their requirements before rough draft submissions end. That way the mods, can make sure there's enough balance in characters required by authors.

And what if I do sign up, then discover that I can't manage to write a fic to any of the pieces of art?
Is it better that I only sign up if I'm sure I'll actually be able to complete the task, or may I sign up all the same?

Sign up anyway. You will probably be fine. And besides, half the challenge is trying to get a story out of an image.
