Oh, you bet! I just saw his site for the first time the other day and his work is amazing. I'd put him up there with England's Lella Ward (formerly Romana II on Dr. Who and current wife of Richard Dawkins) and New Zealand's Bill Burke, who won't do anymore commission portraits, but does his art thing full time, Bill is a self-taught fellow as well with a sense of space that defies expectations.

A public lib is a fine venue and I'd expect that alot of galleries would want to hang his stuff (though maybe not the portraits). But good on you for grabbing that application, every time I meet a real talent, I find they really need someone behind to promote them. I guess it is very difficult to self-promote art work.
