They're trying to save face when it comes to their awful immigration open-door policy that worked out real well for Germany. I think Cologne and hamburg would beg to differ.

They don't care about face. They care about trying ti minimizing the awareness of the invasion.

Right. Same thing. Don't alert the serfs what's being done to them until it's too late. That's "progressive". People have to be "progressed" incrementally or they might revolt.
