Why won’t the White House explain how off-budget ObamaCare money got spent?

I'm thinking that a lot of being money is being funneled directly to Obama's political supporters. Possibly to Obama himself. I wouldn't put this President past planning to flee abroad to enjoy retirement on a large embezzled fund after 2017. He's just that dishonorable.

He is that dishonorable, but he won't need to bother with one. Hillary gets 200K per speech, I believe. And he'll be worshiped the world over by leftists. People still take Carter seriously.
