Clark College there in Vancouver has a water fountain that's really fun to play in. It's, essentially, a bunch of water jets set flush with the ground, that spurt up water. Esther Shore Park in the downtown area of Vancouver also has a cool water area for kids to play in.

There's a fun playground up in the Forest Park area of portland, just down from the tennis courts near the Rose Gardens. Lots of playground equipment, sand, etc. I'd bring drinks and maybe an sheet over the back seat, if you don't want your car filled with sand when the boys are done playing, though!
