if you look at the short term occurances yea, look long term! bush just contiinued what clinton started with the bombing for violation of 14.41. the bombings didnt stop the violations so bush raised the bar. did you think the UN gave approval for those bombings????? also supporting terrorist in iraw and abroad isnt exactly good foreign policy by iraq.

the reason the budjet got unballanced was the dot.com crash and sept 11th. if you think anything otherwise you need to read an economics 101 book.
