Percy, across the street, ducked into Madame Malkin's. It had been a shock when Fudge asked him to spy on his own family, but he had followed Dumbledore's advice to agree, then stay away.

I think it's highly possible, at least that Percy is a way of spreading disinformation within the Ministry. Dumbledore is the most successful politician in the books, in my opinion. Glad you liked it!
