I'm half expecting Neal to be brought back at some point. I think every major ("good") character that died has been brought back in some form or another. Even the ones who are at death's door somehow pull through. I don't believe for a second that he's gone for good. Even if the actor is leaving, I think they'll at least bring him back for a cameo near the end of the series for his eventual resurrection. Jesusfire, anyone?
I made the mistake of reading some interviews with the head writers, and they're definitely trying to sell the idea that Neal's death is a permanent thing. Granted, they love to lie to the audience for the sake of a good twist, so it's not entirely out of the realm of possibility. I still think it's pretty slim chance though. The writers have been focusing more on how the Neal character is in the way of Emma and Hook's romance than on how he impacts the other characters like Henry and Rumple. They wanted a shocking character death (for some reason, even though I don't think the narrative really called for it). I think it sucks that they didn't give him much screen time leading up to it. It felt sudden and completely unnecessary. A cameo would be nice, and there will be more flashbacks so I could see that happening, like what they did with Graham in season 1, but I'm not betting on a resurrection in the the present-day story line. I'm setting my expectations low so if they don't bring him back I won't be any more heartbroken
