[Lithuania is just kind of... Looking uncertainly at the radio. He's also surprisingly coherent, as far as not slurring his words goes, but that's just how he rolls.]

Okay, so I realize I've had... [Pause to calculate. Longer pause. Decision to give up and go with estimation made.] Um. A lot to drink. But that radio broadcast was screwed up, right?

[Drunk Russia mostly is defined by even less sense of personal space and common sense. Aka he's trying to drape over Lithuania like he's his personal teddy or mistress of whatever, it really is not clear at this point what he sees Liet (he's not clear himself, so...) but he's trying to ruffle the other nation's hair on top of everything else.]
