I'd say A) and C) -- the cops don't have the experience to direct traffic gracefully, and most people in the Bay don't have a lot of experience BEING directed. I know I'd be kinda Very Slow And Careful And Possibly Confused if I hit an intersection with a Traffic Signal Made Of Blue-Garbed Meat.

As per the Fark headline for this news piece: "Police in Spain have arrested a man dressed as a policeman who directed traffic for about an hour. He was given away by the smooth running intersection and his politeness to motorists"
