I never saw 13 Ghosts, but do you remember an incarnation of the franchuse which had Scooby, Shaggy, Scrappy and sometimes Daphne meeting real ghosts, but it was all played as skapstick? It was... weird.

No, the one I'm thinking of didn't have Vincent Price, or a coherent story arc... or even coherent plots in individual episodes. I remember one where the team go to investigate sightings of Frankenstein, but it turns out that Frankenstein is a robot operated by Dracula, and this is treated as a completely logical explanation. Another one had them meet a pirate (not even a ghost pirate, just... a pirate) who, for reasons never explained, had a live pig in a sack on board his ship. At one point the pig gets free and, if I remember correctly, the back half of the episode is just the pig running back and forth tripping people over.

That does sound weird. I'll have to check Wikipedia or something to figure out what that is. Does Scooby have a Wiki?
