I was disappointed a couple of years ago when the woman who seriously broke the speed limit, got caught on GATSO, did a 180 around a roundabout, and was caught speeding again in the other direction in the same place was only given one penalty - she had deliberately done it twice.
The total of his fines should be proportional to the total amount of littering he did. I.E. if he would have been fined twice as much by one council, if he hadn't crossed a boundary, then this is ok.

i agree with your surmise that being charged twice was correct, because littering in two local authority areas would incur cleanup costs to both authorities.
