According to a poster on the ME subreddit Omega is now free on the Playstation Network

I'm downloading it right now.

They ask if you want it for free or $14.99, which is pretty odd, because there's nothing to indicate that there's any difference. The PSN store has always been a little weird, so maybe that's one of those things that when they offer it for free they can't remove the dollar value version or something like that, I don't know.
