I will never get over how weird it is to see hair mods made for The Sims 2 / The Sims 3 in other games. ;_;
(The most likely reason Bioware didn't include curly hair options like that is that they're hugely disappointing in action, if you don't know what to expect. Curly hair bounces; static hair meshes don't. Straight hair has the same problem, obviously - probably why only NPCs get long hair. It's more glaring when you spend the entire game staring at it.
I was going to say that the hair probably looks a lot better in stil/screen shots than it does in gameplay. Hair physics is an astonishingly difficult field in animation; check the credits of any Pixar film to see.

And supposedly there was no way to add new meshes into the game last time I checked, I guess there have been some new developments lately.
