From what I remember, it's not a set amount - it's how many points you have, out of how many you could've gotten up to that point (when you initiate their little conflict). So, as soon as possible is better - on my last playthrough, I resolved their conflict as early as I could, with 40% paragon. I think the renegade check is lower than the paragon, though, based on ME wiki discussions I've read.
The Legion/Tali argument has the same mechanic, but is harder to resolve Renegade (dead easy by Paragon, IIRC) and it's way at the end. If you never revive Legion, however, it's a moot point.
Oh man, that reminded me! Currently midway through Tali's loyalty with the original intention to get Tali intentionally exiled... Tali is easier to kill in the suicide run than Leigon, and IDK how intentionally getting Tali exiled will look... (I'll do a save prior to going to the final trial...) Does the confrontation between Leigon and Tali happen if Tali is exiled?
Tell me about how easy it is to kill Tali - I lost her loyalty by choosing Legion over her, then took her with me for the final fight thinking that would keep her alive. She got smushed; very sad. But I kept it, because that made the whole Geth/Quarian choice in ME3 different (at least, different from any other playthrough I did)

What keito_jo said. It's a relative amount. Current points/Total points possible. The more you've skipped, the less you need. On the bright side, the requirement for Renegade dispute solution with Miranda/Jack is set very low, it's usually sneeze-throughable - never personally ever seen it greyed out.
