In case anyone still hasn't finished the game, I'll leave this in a cut...

I assumed it was the latter. The relays are Reaper infrastructure, and the Citadel is the epicenter, so it follows that they're what transmits your choice of color-coded deathray across the galaxy. That said, I assume the bulk of the Reapers are with the Citadel on Earth, since I have a hard time believing they're ignorant of the fact that the organics are hatching some kind of plan.

I thought the entire reason they tied the Citadel into the Crucible was that it could connect to the entire Relay network and deliver the signal/magic lights to everywhere in the galaxy at once.

Game suggests that once TIM tells the Reapers about the Organics' plan, they turtle up above Earth, so, yeah. Every other planet in the galaxy finally caught a break.

The impression I got was that there are big and little Reapers everywhere, but that there's a particularly big concentration of them around Earth. I assumed that as we see the big ones everywhere else during the game, and we don't actually see them *leave* anywhere. (It would make strategic sense for them to have a heavy presence at Earth, given that apparently it's humans they're using as raw material for new Sovereign-class ones, I suppose.) And I also assumed that yes, the relay explosions are them re-broadcasting some sort of signal *everywhere* (although why this pops them is anybody's guess).

Of course, the creep value in all of this is that we only actually *see* Reapers keel over/float off/whatever at Earth...

I believe that there are more Reapers in the Dark Space, because nobody attacks with all units in one battle. Which makes RGB ending totally senseless.
