Von Doom thinks that it is Iron Man armor. It's a knock off created by T'Challa. Good. But not his. The king of Wakanda is an amazing inventor and scientist among many other things like "politician." Tony Stark's focus is in his designs and inventions. He's been offered international power and turns it down because...Well, because of moments like this

He'll find that it's been ratified, and the war has ended.
Latveria now has robots in Symkaria helping them rebuild what was destroyed, although they are not being accepted particularly well. The Doomots are helping despite the protests of the Symkarian citizenry.
He'll also discover that only a small part of the Latverian/Symkarian border has been altered. If he knows Silver well enough, he'll realize that the bit of land that is now on the Latverian side of the border is also the bit of land where Silver's parents are buried - her ancestral home.
He frowns at the stretch of land. Sure, he knows about the land from the Avenger's records on Silver. Why does Doom want this? Oh sure, there's the obvious 'thumb your nose,' value at the Pride of Symkaria. Doom is generally smarter than that though. The only time he really allows for a waste of resources like this just to make a showy point it involves Dr. Richards.
The Doombot armor taps the keyboard. What else is on that land?
There's no information indicating there is anything more important about that land beyond it's meaning to Silver Sable. In fact, there are no available plans to even develop the land for any purpose at all.
Who knows what went on between Doom and Silver during her long stretch of captivity?
What it shows is that the Symkarian was was initially part of Doom's plan to assume control of the world by destroying the Western economy - it's what got him ejected from his position as Secretary General of the United Nations.
The only difference is that the Fantastic Four defeated Doom on the global scale, but the war in Symkaria never ended. It may truly have been his attempt at annexing his neighbor to the south - perhaps as a consolation prize.
