I'm sure the Cape would help it gain magical sentience. Or just go with 'accidental rift in the dimensions incident causes everything to animate'... The possibilities are endless.

The Cape was implacable in its reassurances, and began the link the moment it sent a bashful confirmation. It could already feel the creep of centuries of experience in its lining, and sent with tentative care its own memories. Having coloured glass picked out of it, tiny shards still embedded in the cloth and singing of bells and the awe and love of humans. Being lost in time, being both cloth/thread in a shop and cape/everything around Billy's shoulders, and other dimensions, locked in a metal box and separated from Billy without enough magic to find him again. With a shiver, it unfolded to allow more of their fabric to mesh. The Cape gave a satisfied pulse, and slowly reciprocated ( ... )
