What's there to get? He's dancing Conga, and one of the characteristic movements implies shaking the upper body, particularly the shoulders, which, if you're a female -or a very chest prominent male- ends up poofing your chest.

Since Skywarp and the seekers have very prominent chests... well, it's like he's shakin' the mechboobs, much to the dismay of the females of this fandom who are often a lot less 'endowed' than a seeker.
