Actually, I believe the farm was in Washington State, outside Seattle.

When I first heard of this a few weeks ago I thought "well, moron, stand behind a horse and try to do THAT to it and it'll more than likely respond by kicking you in the head"

Then I read what caused his death...... How on EARTH does one get a horse to do that to a human?!?!?!?! Ugh. Disgusting.

Yeah I searched for the article. The man lived in Seattle. I was wrong with the Texas guess.
I think the article states that 17 states don't have those legislation.
