As in, the 90% of the population who are individually and collectively a waste of oxygen? Yup. ;-)

I find it sadly indecipherable that (in most places, at least) an exam and a license are required to mix and sell an alcoholic beverage to a consenting customer, but not to foist offspring unasked upon the rest of the world...
