They day after Christmas, I set about to put crazy kitty into solitary confinement. I feel cruel for doing so, but this was what the vet suggested. We found that scooping out the litter box daily and keeping the kitty confined over night alone in the small bathroom (with the litter box) helped our Tiger cat to use his box and stop peeing on things outside of it. We did this for about a month and he seems to be doing much better now. Either that or he's hiding it a lot better!
