...I think I saw someone wearing these out on the street, like, an hour ago. I was WTFing as to why anyone would be wandering around on Edinburgh streets in January wearing toe socks instead of shoes, but this makes at least a little more sense.

Because you're a boy and you like gadgets, even if they're gadgets for your feet. Also, they are so useful for rock climbing, and a counselor at camps spent about all summer in a pair 2 years ago.
