Okay, the ones that are unlucky enough to be in eyesight of humans when the order first goes out are toast

Even then they'd only (maybe) die if the human seeing them happens to be holding some kind of wheapon. Otherwise, the person will turn to look for one and foreget all about them.

On one hand I like the idea of the TARDIS messing with the DNA of people who travel aboard her. On the other hand, I have a hard time believing the Time Lords would have permitted their time capsules the ability to alter other lifeforms to the extent of granting them the ability to regenrate. They were pretty jealous about their secrets.

I one of the BF stories they actualy say it's impossible to clone a Time Lord. You can make a copy of his/hers current body, but it wouldn't be able to regenerate. I know this isn't canon for the show, but it makes sense that the Time Lords would have taken precautions against this secret being copied in such a simple way (lots of races seem to be capable of cloning).
