It's crap to Eircon agree to this nonsense. However all the ISP basically have a 'fair usage policy' which means they can kick people offline if they want to legally, so no real change in that.

I think all ISP have a clause prohibiting peer-to-peer networks, so if they don't cut you off for excessive bandwidth, they can cut you off for that.

The main problem with this scheme is that no-one is being found guilty of breaking the law. A certain organisation is accusing people of breaking the law, Eircom will cut you off if they do it 3 times. I see no judge, jury or appeal process.
