Pretty much, yeah. It's funny because some West Wing organizations/people are real (they make reference to EMILY's list, and Ann Coulter), but then there's stuff that clearly only exists in the West Wing universe. It's hard to tell where one world ends and the other begins.

By the way, we are clearly giant polisci geeks.
