(In some ways I suppose a looser adaptation is easier to deal with - less scope for people complaining about details changed or missed, since the changes are so broad.)
Mmm, I don't think you'd want a Harry Potter-style line-by-line adaptation with POB. It's really not written for cinema. Better to hack out something filmable by way of plot and aim for the general feel of the books, getting the characters recognisable rather than the action.
What has happened before the film? It doesn't slot directly into the books, but have some of the same things happened? Have some things not?
Impossible to set it in any particular period I suppose, other than somewhere between HMS Surprise and The Reverse of the Medal, but the story is generic enough not to need placing more exactly. I do wonder very much how they would handle events of The Reverse of the Medal if they did make that sequel.
