Hmmm... [He can probably hear the clacks of a keyboard.] I don't have anything scrounged up on that in particular, but if I had to guess I'd say they probably applied a Shifting constant to the item itself.

So that it's not exactly regaining power from Oa, but rather is constantly at the state it should be. Does that make any sense to you?
