Well a little bit of useful info gained in the hot place that is america. You need the following thnigs.

One desk fan
One bowl
One bag of ice

Take bowl put in front of desk fan, fill with ice. Turn on desk fan and there you go cold air blowing in your direction... or more to the point poor mans air con.
