I was forced to take a Landmark seminar one time, and they call this running a "Racquet". It is how you gain control and manipulation of something-one of the main symptoms is complaining to someone who can do nothing about it.
The rules are Helmut's racquet-he gets sympathy and control bitching to you about it. He purposefully doesn't bitch to anyone who can actually effect change because he is getting a payoff out of running this racquet on you.
I don't know if this helps one iota, but I'd love it if sometime you told him you knew this was a "racquet" he's running on you and he should tell someone who make changes.
It's time. After the exchange we just had (in which he's behaving like a child who would rather cry and throw away all of his toys rather than clean his room), I have HAD IT.
I'm so furious right now that I feel like I should just walk out.

I think you would be justified in taking this to his boss, or Human Resources, if your company has one.
It sounds like he is trying to 'intimidate' you into not doing your job, by complaining, arguing, getting angry, and bullying you into not enforcing the rules.
You should escalate it, so he will be told to back off of you and what you are trying to do. Otherwise, that is really a lawsuit waiting to happen...
