That's the secret dungeon's final boss... I dunno who he is or anything, I think it's just some random super-powerful guy that's down there.

Frederick is kakkosugiru. Apparently he also uses Chirisazame, Akisazame, Kuuha Zeppuugeki, Gen'eijin etc.
