I can't remember much of Rebirth by now so my description may not be quite accurate but anyway, Saleh is one of the Four Stars (四星), which are the top 4 Force Users in the kingdom-whatsitsname. In terms of ranking, it pretty much goes as King Ladras -> Princess Agarte > Milhaust = Eugene > Four Stars > the rest. Saleh is unique in the way that he's a sadist, weird and the first in the game to 'tsukkomi' Veigue's "CLAAAAAAIRE" obsession. XD
