Nicely put and explained. I think the episode could have been a bit better executed, but the idea of it fascinated me.

One thing I found confusing though was where these refugees all came from, all of a sudden? :s I missed that...

Thank you! I agree that the episode wasn't very well executed. I felt that characters like Dr. Cottle and Chief Tyrol were somewhat out of character in their prejudice, although we could also attribute it to the fact that we're seeing them at their worst for the first time. And yes, those Sagittaron refugees weren't mentioned before, so it felt very abrupt.
