Well.... the report says the unitard is orange and blue, and quotes the regulations as requiring a "single-solid color". I think she just encountered a particular type of bureaucrat who wants to follow exactly what's written in the rules no matter what the reasons for them are.

I hope somebody reading the story helps her get a custom-made solid blue unitard, so the next time she competes she'll have an answer to petty idiots like that one.

Yeah, but she had been competing in the same unitard for three and a half years (including at the race). The coaches know each other and they all know the rules and each other's students, if the person were not an ass, s/he would have let the girl's coach know earlier than five minutes before she was supposed to run.
