Nope! Japanese only. And I think it has a snowball's chance in hell of getting licensed for an English release. ^_^

However, you can use the AGTH (Anime Game Text Hooker) and a translation program like Atlus to get cruddy real-time translations for some Japanese PC games...see http://blgames.proboards25.com/index.cgi?board=gametips&action=display&thread=250 for more info. I'm not sure Under the Moon specifically is compatible with AGTH, though. I know Kichiku Megane (The Brute with Glasses/The Brutish Glasses) works with AGTH/Atlus, tho.

Aw, I hate how these things are never released in English. They look so amazing to play, and sadly my Japanese is quite poor.
