Help?

So I'm doing this essay about the Federal response to Katrina (whether or not it was appropriate)...and my eyes are falling out. I'm so freakin' confused and I'm having trouble sifting through all the blogs, the rants, the pros and cons. Are you to pick a side? If so, then you have to choose the documents that support your idea even despite the fact that they're incomplete. I don't know much about the details of the Katrina Disaster in terms of who's to blame and what the issues really are. I tried pretty hard to ignore most of the media coverage. : ( If you're just going on general stuff, then use as many of the key elements that the sources left out. You can formulate a stance you'd like to take and then back it up. If the morals involved are somewhat unclear, put in some of the exceptions too. If you think the Federal relief provided was entirely inappropriate or handled badly, then sift through your documents, use a hilighter pen and pick out the info that supports your view. Take a deep breath, and break the essay into what you'd like to say...make an outline. It doesn't have to be complex. Formulate the question so that it makes the most sense to you and then work on a patterned answer.
