No, BUT people should be allowed a learner's permit at ANY age presuming they meet all the requirements (if you feel particularly squeamish, you can insist on a parental signature)... and then give them a license after holding a learner's permit for six months, taking a rigorous driver's education course, and passing the appropriate tests.
(My plan addresses all of the legitimate issues people have with young drivers, but with none of the discrimination... and effectively lowers the driving age to 0.5!)
