I don't know how they manage it, never mind the funding, but it's definitely someone driving around taking photos every 2 seconds or so. On highways, you can see the same car following the driver for miles upon miles. Of course, they've only done cities thus far- my undergrad institution is on it (in NY), but nothing remotely near my hometown (NH) is.
My friend used to drive the Google Car, which has a very nifty camera mounted to it and takes pictures at street level. Paid great, but was a temp job, so once he got a permanent job it was so long tour de Minneapolis/St Paul metro.
It was continuous, though I think he had a speed limit (other than posted). But I think it's more of a video camera than a still camera, so he didn't have to stop.

I suppose you'd need to contact Google to find out what time the photo was taken...there isn't a time stamp on the images that I've seen.
