i would never make the arguement that Reuters doesnt have an ax to grind. however you've got to keep in mind how many nonviolent criminals we lock up (drug users, tax evaders etc.)

Not withstanding that some people should not be in jail, when criminals are incarcerated, less crime is almost a statistical certainty.

Problem with drug users is that some addicts will be amoral scumbags who steal and rob to support habits. Unfortunately the system we have does not do a very good job of sorting out those from the users who can live a productive life while enjoying drugs.
