From what I've read about that case, the guy who wants his neighbor to cut down the trees is only interested in "solar power" because the law is written in such a way to let him use it as a loophole. He doesn't want the "solar power" -he wants the trees cut down.

It's just another chapter in the textbook on the laws of unintended consequences.
