Yikes! Thank goodness for supersonic mommy nose! I had the same happen to me, my heater was leaking (it was wicked old) and I could smell it from the other side of the basement. It was a tiny leak in the ignition system on both our and the land lord's heaters but it was enough to set my nose off. You totally should take the citation to the jerkwad who cause it and make them fix it for free. You could have lost your house because of them!
