Although, isn't the whole USA-as-world-police more of a modern thing? At this point I thought he was only asserting his authority over the Americas.

That was actually in reference to the fact that the League of Nations was Wilson's idea--the idea that the big nations ought to police the others. Though Congress kind of killed that plan and the US was never part of the League. ^^
