I can't say for sure. Especially because I have no clue what this United States is, and its relation, or non-existent relationship in Amestris.

If I'm from a different dimension entirely, then it's probably not even on the face of this planet. Or maybe this United States rose after 1917, where I'm from and Amestris fell? The possibilities are endless, really.

Yes, it was. It always caused mayhem and misery. Bloodshed was quite common. The military-ruled country has created and participated in genocide multiple times, so most of the people of Amestris look astonishingly similar. It's a cruel and war-hungry country.
